Key Qualifications

Dr. Sarraf, PE, joined MGE in 2021. He manages our Southern California offices, leading business development and technical leadership for the delivery of transportation infrastructure and flood management projects.  He has more than 26 years of experience in managing and leading technical delivery of Design-Build and Design-Bid-Build projects, as well business development for local agency and state transportation projects.  His experience encompasses a comprehensive and in-depth range of project management, risk management, advance analysis, innovative design, inspection, construction support, and value engineering for: long-span complex structures, highway structures, rail transit, pedestrian/bike bridges, flood control structures and building structures.  He has expertise in areas of seismic evaluation and innovative retrofit of bridges as well as federal and state funding programs, providing $200M in HBP funding assistance for local bridges. He is an NHI-Certified and CAL-OES certified inspector, and has inspected 1000+ bridge and culvert structures, provided program management of maintenance plus prioritization for 300+ bridges, as well as providing damage investigation and emergency response after several earthquake and flood events throughout California.  He owns a patent on Ductile Seismic Shear Keys and provides technical expertise in the area of non-linear static, dynamic analyses, soil-structure interaction analysis for structures, load-rating analysis of bridges, health monitoring, Non-Destructive Evaluation (NDE) as well as certification testing of bridges. He is a well published and active member of the Transportation Research Board (TRB) a part of the National Academy of Science and Engineering.
